     Revises provisions for enforcement of mandatory minimum sentence.

     Designates the crimes which constitute "most serious offenses".

     Defines a "persistent offender".

     Encourages notification to an offender of the sanctions for commission of most serious offenses.

     Recommends that the governor not grant clemency to prisoners sentenced to imprisonment for life.
