(DIGEST AS ENACTED)

     Makes it unlawful to willfully or recklessly interfere with access to or from a health care facility.

     Declares violations to be a gross misdemeanor offense.

     Allows arrest of an offender within twenty-four hours of the offense.

     Authorizes civil actions for persons or health care facilities aggrieved by the prohibited actions.

     Directs the courts to safeguard the privacy of a patient or care provider.
