     Creates the government accountability task force.

     Directs the office of financial management to develop and implement a strategic planning process for key functional areas of state government.

     Prohibits the legislature from consideration of a bill which makes an appropriation unless the bill specifies goals for the appropriation.

     Directs the auditor to conduct performance audits of state agency programs.
