HB 1383 - DIGEST

     Requires the office of financial management to ensure that the costs, fees, or rates negotiated in filed sole source contracts of ten thousand dollars or more are reasonable.

     Provides that personal services may be procured only to resolve a particular agency problem or issue or to expedite a specific project that is temporary in nature.

     Requires personal service contracts to be filed and made available for public inspection.

     Requires contracts for architectural and engineering services to be filed at least ten days before the proposed starting date.
