     Establishes four-year projects to prevent teen pregnancy.

     Initiates a teen pregnancy prevention media campaign.

     Increases funding for family planning education, outreach, and services.

     Requires annual reports on the state's teen pregnancy rates.

     Provides that the act shall be null and void if appropriations are not approved.
