     Specifies the elements of the crime of malicious harassment.

     Authorizes a civil cause of action for victims.

     Directs the Washington association of sheriffs and police chiefs to establish a central repository for the collection of information regarding violations of RCW 9A.36.080.

     Directs the criminal justice training commission to provide training for law enforcement officers in responding to violations of RCW 9A.36.080.

     Provides for the education of teachers and children about crimes of bigotry and bias.
