     Provides for energy recovery from the burning of a hazardous waste.

     Establishes procedures for the issuance of a permit for a new hazardous waste incinerator or landfill.

     Authorizes the assessment of a reasonable service-based permit review fee.

     Creates the hazardous waste permit account.

     Requires appropriations for expenditures from the account.
