     Authorizes a special excise tax on hotel, motel, roominghouse, and trailer camp charges for a trade recreation agricultural center in a city meeting the population parameters of the act.

     Requires all funding arrangements to be completed before the tax starts.

     Terminates the tax when obligations are repaid.
