     Addresses the issue of problem gambling by establishing appropriate programs and providing funding to further the understanding, assessment, and treatment of problem gambling.

     Creates the compulsive gambling account.

     Deletes the deposits of lottery receipts in the housing trust fund.

     Requires the deposit of an amount equal to two and one-half percent of the annual license fees into the compulsive gambling account.
