Develops a juvenile offender rehabilitation system that truly emphasizes public safety, offender responsibility, and offender rehabilitation.
Provides for the appointment of an assistant secretary for juvenile rehabilitation with DSHS.
Increases the membership of the juvenile disposition standards commission from nine to fourteen members.
Revises the responsibilities of the commission to develop disposition alternatives.
Creates a special legislative committee to assess the administration of justice to juvenile offenders.
