     Institutes a motorcycle skills education course and requires a trainee to pay the first fifty dollars of the course fee with the department paying the remainder of the fee.

     Requires a license to conduct the training and requires an instructor to attend seventy hours of training as an instructor.

     Establishes procedures for suspension or revocation of a license, including appeal procedures.
