(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Authorizes a court, when a juvenile offender is a minor or middle offender, to order a professional examination to determine whether the juvenile is a substance abuser and whether the juvenile is amenable to substance abuse treatment.

     Specifies the elements to be included in a treatment plan.

     Provides for revocation of the suspension and an order for execution of the sentence for violations of any of the conditions of the sentence.
