     Revises bid limits for formal sealed bidding requirements to thirty-five thousand dollars.

     Authorizes bids to be solicited by electronic transmission.

     Requires bids from at least three vendors.

     Requires the invitation of at least one quotation each from a certified minority and a certified woman-owned contractor who shall otherwise qualify to perform such work for purchases of less than thirty-five thousand dollars.
