HB 2839 - DIGEST

     Issues provisional driver's licenses to persons under eighteen and to persons without a valid license for a five year period prior to application.

     Authorizes the issuance of a regular license after one year if the person maintains a satisfactory driving record.

     Places restrictions on the license for designated violations.
