     Revises the procedures for the reduction of city limits.

     Addresses the issue of the rights, obligations, and duties in regard to franchises previously granted for operation of any public service business or facility within the territory excluded.

     Extends the utilization of the reduction procedures to code cities under chapter 35A.21 RCW.

     Repeals provisions of chapter 35A.16 RCW.
