     Requires the establishment by a manufacturer of an adjustment program applicable to the consumer's motor vehicle.

     Requires notification of the program to the consumer.

     Directs the establishment and maintenance by the manufacturer of a toll-free telephone system.

     Declares violations of the act to be an unfair or deceptive act in trade or commerce under chapter 19.86 RCW.
