     Imposes a litter cleanup fee of fifty dollars per cubic foot of litter.

     Provides a class 4 civil infraction for litter less than one cubic foot and a class 1 civil infraction for litter more than one cubic foot.

     Authorizes the court to require a person to pick up and remove litter as provided in RCW 7.80.130.
