     Provides for the solicitation and approval of applications from local educational organizations to develop and implement work-based learning programs for youth.

     Establishes standards for programs to receive grants.

     Directs the commission on student learning to establish state-wide competency standards to assess student progress.

     Requires reports on the program on December 15th of each odd-numbered year.

     Makes an appropriation of two hundred thousand dollars to carry out the purposes of the act.
