SB 5396 - DIGEST

     Endorses the student learning goals recommended by the governor's council on education reform and funding and directs the state board of education to adopt these goals by rule.

     Establishes the education for 2001 account and requires the funds to be spent for the purposes specified in RCW 82.08.020 and as outlined in the act.

     Revises the taxation rates on retail sales under RCW 82.08.020.

     Provides for an increase in the number of days students are required to attend school.

     Increases the time that certificated instructional staff and classified staff spend for training, planning, and staff development.

     Requires applications for education for 2001 grant funds to comply with RCW 28A.305.140(1).

     Establishes the Washington state principal internship support program and appoints a principal internship advisory task force.

     Requires the state board of education to make annual reports on the program.

     Requires each school district's board of directors to publish annually a school district accountability report.

     Requires ratification of the act by the voters at the next general election.
