(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Stimulates the use of trickle irrigation systems for orchard and vineyard crops by allowing the saved water to be voluntarily transferred by the water right holder to other uses.

     Promotes the development of financial incentives to enhance the use of trickle irrigation systems.

     Provides that the act shall be null and void if appropriations are not approved.
