     Revises election provisions for excluding a described area from the boundaries of a city or town.

     Provides for the rights and obligations of franchises for public service business in excluded areas.

     Revises provisions relating to payment of claims.

     Revises distribution of municipal criminal justice assistance account funds.

     Prohibits local government from enacting regulations which restrict the use of a residential dwelling as a family day-care provider's home facility.
