(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Requires the department to rank the sites with highest priority given to those sites which pose the greatest risk to human health and the environment.

     Requires funds appropriated to the department for remedial action activities to be expended in substantial compliance with the priority ranking of the sites.
