     Creates a separate license for out-of-state collection agencies for limited activities.

     Exempts the agencies from license fees if their state does not charge license fees.

     Exempts the agencies from bonding, trust account, and business office requirements.

     Applies the same prohibited practices to the out-of-state agencies.
