     Encourages the development of cooperative groups and regional fisheries enhancement groups.

     Prohibits the diversion of fisheries enhancement funds.

     Provides for one additional employee for the department of fish and wildlife.

     Requires a two-year study of all streams to determine if there are impediments to fish passage due to roads.

     Provides for a program to educate the public concerning fish enhancement programs.

     Initiates a habitat incentives program.

     Declares an ultimate goal to increase the salmon resource of the state.
