     Provides that a regulation of private property or restraint of land use is prohibited unless specified notice and hearing procedures are followed.

     Requires a regulation of private property to have the least possible impact that could be imposed and still accomplish the necessary public purpose.

     Recognizes that a property has been converted to a general public use when it is designated as a wetland, open space, or wildlife habitat and requires compensation for the reduction in value to the owner.
