SB 6180 - DIGEST

     Requires the development of a plan for unique titling and registration of significantly damaged vehicles to help prevent the sale of repaired, but unsafe, vehicles to the public.

     Makes it a misdemeanor for a person to sell or convey a vehicle certificate of ownership except in conjunction with the sale or transfer of the vehicle for which the certificate was originally issued.

     Establishes criminal penalties for engaging in the business of wrecking vehicles without a license.

     Authorizes vehicles and parts to be displayed outside the fence or building if not in conflict with applicable county or city regulations.

     Provides subpoena power to the department of licensing to enforce the chapter.

     Repeals RCW 46.80.055.
