(DIGEST AS ENACTED)

     Provides for the director or a designee to serve as a fiduciary for the veteran's estate.

     Authorizes the filing of claims against the estate of an incapacitated or deceased veteran who is a veteran estate management program client.

     Allows a waiver of the claim in hardship cases.

     Provides for deposit of the funds in the state general fund--local and authorizes use of the funds for the cost of managing and supporting the veteran estate management program.

     Prohibits employees of the veterans department from serving as a guardian for a resident of a state veteran's home.

     Repeals RCW 73.36.070.
