     Revises procedures for the filing of a water right application.

     Establishes hearing procedures for the challenge of a decision related to the issuance, transfer, or denial of a water right permit.

     Requires the development of a general permit system for appropriating water for nonconsumptive, nonbypass uses and a general permit system for appropriating marine waters for use on upland sites.

     Provides for the change or transfer of an existing water right.

     Allows future de minimus appropriations of surface water to be developed under streamlined procedures.

     Allows short-term uses of water.

     Directs the department of ecology to develop a budget process for its water rights administration programs.
