     Provides that concurrent transportation improvements or strategies be made to accommodate the impacts of new development.

     Requires cooperative program planning and cost sharing between the state and local governments for mitigation of those impacts caused by new development.

     Directs local governments to adopt level-of-services standards set by the state for state-owned or operated transportation facilities located within the local government's jurisdictional boundaries.
