     Provides for the implementation, by January 1, 1995, of a single standardized auditing and licensing procedure with regional support networks and licensed service providers that minimizes paperwork requirements, assures quality of care, and increases the productivity of the mental health service delivery system.

     Requires implementation in at least two regional support networks by July 1995 and state-wide implementation by July 1, 1997.
