     On page 1, after line 13, insert the following:

     "Students however may not be prohibited in exercising their right of free speech and free exercise of religion as guaranteed through the First Amendment to the United States Constitution and Article 1, section 5 and section 11 of the Washington state Constitution when responding to a survey, test, class assignment, questionnaire, or other examination when they deem appropriate and relevant."
