     On page 2, beginning on line 28, strike all of subsection (3) and insert the following:

     "(3) "Written consent" means a direct communication in writing that unambiguously indicates a parent's approval for the student to participate in a specific exceptional school component.  The writing must be kept with the student's records.  Written consent may be implied if a parent has failed to provide written consent within a reasonable time after the school district has sent two mailings by certified mail to a parent notifying the parent of their rights under this chapter and that failure to respond will constitute written consent by the parent.  The two return receipts must be kept with the student's records."
