EFFECT:  Increases the vendor rate increase to 3 percent from the current 1 percent assumed in the budget for providers of community based services in the Long Term Care budget.  Increases the general fund-state appropriation by $4,652,000  and the general fund-federal appropriation by $2,827,000.
