EFFECT:  Provides funding based on enrollment rather than attendance for K-12 programs calculated on the basis of full-time equivalent students: Apportionment, Gifted, Learning Assistance (LAP) and Block Grants.

FISCAL IMPACT:

Increases General Fund-State by $126,333,000.
