On page 56, after line 5, insert:
"(f) In calculating apportionment of funds in any instance where daily attendance is used in any program in Part V of this act, the superintendent shall not count absences resulting from student illness or medical circumstances."

EFFECT: Provides an exemption for student absences due to illness or medical reasons for purposes of calculations assumed in this budget. Given the state average absence rate of 11 days, and assuming that about 50 percent of absences are due to illness, the average absentee rate for the state would be five or six days. The calculations in the proposed budget assume 7 days before district allocations are reduced.
FISCAL IMPACT:
Increases General Fund-State by $126,333,000.
