     On page 19, after line 2, insert:

     "(5) The general fund appropriation in this section shall be reduced by the amount of credits claimed and approved before July 1, 1997, under Substitute House Bill 1705.  The expenditure reductions resulting under this subsection shall be taken from administration and management within the department."

EFFECT:  Reduces DOR appropriation by the amount of credits taken under SHB 1705, which reverses the DOR decision to apply sales tax to utility line clearing services.  These credits are essentially refunds of sales tax paid from July 1, 1993, until the effective date of SHB 1705, and are estimated to be $4 million.
