     On page 1, line 9, strike "January 1, 1996" and insert "July 1, 1996"

     On page 1, line 12, strike "January 1, 1996" and insert "July 1, 1996"

     On page 2, line 36, strike "1995" and insert "1996"

     On page 3, line 1, after "Sec. 3."  strike everything through line 4 and insert "This act shall take effect July 1, 1996."

     Correct the title accordingly.

EFFECT:  Changes the effective dates to July 1, 1996.
