     On page 9, beginning on line 16, strike all material through "season." on page 16, line 3.

Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT:  Deletes Sections 8 and 9. These sections change the Department of Fish and Wildlife's authority to issue HPA permits in the following ways:  1) The department may not issue HPA permits outside of the ordinary high water mark; 2) The department may not affect the timing, amount, or method of delivery of surface waters that are diverted by a project; 3) The department is required to approve or deny permits based on two new criteria; 4) The department must grant multi-year permits for certain maintenance projects under certain circumstances; 5) Repairs of existing flood control structures are exempt from the HPA permits if certain conditions are met.
