     On page 1, line 6, after "lands" insert "lying east of one hundred twenty-one degrees west longitude"

     On page 1, beginning on line 9, strike all of Section 2

     On page 2, line 22, strike all of line 22 and insert "(1) Moneys"

     On page 3, beginning on line 7, strike all of subsection (5) and insert "(5) No monies originally appropriated for the 1995-97 fiscal biennium from the habitat conservation account may be used to acquire or develop critical habitat and natural area lands lying east of one hundred twenty-one degrees west longitude."

     Renumber the remaining sections consecutively, correct internal references accordingly, and correct the title accordingly.

EFFECT:  Narrows the scope of the moratorium on acquisition and development of critical habitat and natural area lands using new monies appropriated for the 1995-97 biennium to those lands lying east of one hundred twenty-one degrees west longitude.  Changes the allocation of capital monies between outdoor recreation and habitat conservation projects from 80% and 20%, respectively, to 50% and 50%, respectively.
