On page 14, line 36, after "terminals," insert "airports that have scheduled air services,"
EFFECT: Section 8 of the bill defines transportation facilities and services of state-wide significance. Airports that have scheduled air services are included in the list of state-wide significance facilities. This would include SeaTac, for example. Section 8 also directs the Department of Transportation to establish level of service standards for all transportation facilities of state-wide significance. These service standards may be appealed by any affected jurisdiction to the Growth Management Hearings Board under section 5 of the bill.
In section 3 of the bill, all facilities of state-wide significance are defined as essential public facilities (existing language already includes airports). Cities and counties under current law that plan under the Growth Management Act must provide a process for identifying and siting essential public facilities.
Section 4 of the bill requires state-significance transportation facilities to be included in the county-wide planning policy.
