    On page 9, beginning on line 22, after "account."  strike all material through "expenditures." on line 27, and insert "Funds in the municipal revolving ((fund)) account will be spent only after appropriation by the legislature.  Such appropriated funds shall be administered by the ((division of municipal corporations)) state auditor."
