EFFECT:  Requires the eligible foreign organization seeking special license plates to bear the entire cost of producing the special plates.  (The fiscal note for HB 2254 estimates this cost to be $25,500.)

    Correct the title accordingly.

EFFECT:  Removes exemption from county vehicle license fees (which may be imposed at up to $15 per RCW 82.80.020). Consistent with fees that are levied upon honorary consuls or official representatives of foreign governments issued special plates under RCW 46.16.371.

    On page 2, beginning on line 27, after "imposed" strike all material through "year" on line 29, and insert "for twelve full months from the date of application of the new owner"

EFFECT:  Technical amendment to eliminate administrative concerns of the Department of Licensing (DOL).  Allows the DOL to treat a vehicle formerly issued a foreign organization license plate as "unlicensed," until such time as the vehicle changes ownership.  Furthermore, the new owner's registration will be valid for an entire year, rather than requiring renewal of the registration after expiration of the prorated period based upon prior ownership by a foreign organization representative.
