    On page 22, after line 34, insert the following:

    "(5) The department shall report to the fiscal committees of the legislature by December 31, 1996, on the following:

(a) The results of random sting operations where there is probable cause to believe that there is possession of purchased cigarettes at Indian reservation smoke shops by non-Indian consumers.  The sting operations shall be directed at Indian reservation smoke shops that do not participate in the department of revenue's Indian allocation cigarette program;

(b) A general assessment of compliance and the number and location of citations issued during the sting operations; and

(c) The amount collected in fines or citations issued for illegal possession of unstamped cigarettes during the sting operations."
