    On page 2, line 23, after "licensure" insert ", however, other additional repairs, remodeling, or replacement projects that are not related to one or more deficiency citations and are not necessary to maintain state licensure are not exempt from certificate of need review except as otherwise permitted by (d)(vi) of this subsection or RCW 70.38.115(13)"

    On page 2, line 27, after "renovation" insert "at an existing nursing home"

EFFECT:  Clarifies that the certificate of need exemption provision applies to only those projects that are needed to maintain state licensure and then only to the extent that the project would accomplish that purpose.  Additional renovations or repairs beyond those necessary for licensure under this provision would not be allowed.  Clarifies that renovations are exempt only if being made at an existing rather than a planned facility.
