    On page 3, line 35, after "revenue," insert "social and health services,"

    On page 4, line 17, after "rule" insert ", however, the exemption in this subsection (5)(b)(iii) does not apply if the rule adopted is the rule of another Washington state agency, which rule was not adopted in accordance with this section. Any doubts as to whether this requirement has been met shall be resolved in favor of causing the rules to be subjected to the requirements of this section"

EFFECT:  Requires the department of social and health services to adhere to rule-making standards such as rule justification, plan for rule implementation and requires coordination with other agencies having shared subject matter jurisdiction, including enforcement authority.  Excludes adherence to rule-making provisions for a rule mirroring that of another state agency only when that rule, previously adopted, underwent rule-making and adoption scrutiny.
