On page 101, after line 2, insert the following:
"NEW SECTION. Sec. 901. The watershed restoration account is created in the custody of the state treasurer. During the biennium ending June 30, 1995, fifteen million dollars shall be transferred from the general fund into the account. Expenditures from the account may be used only for the purposes of restoring and protecting fish and wildlife habitat in priority watersheds as established by the watershed coordinating council, providing good wage jobs for dislocated natural resource workers in distressed communities, and assisting in establishing new businesses in watershed restoration. Only the director of the department of fish and wildlife or the director's designee may authorize expenditures from the account. The account is subject to allotment procedures under chapter 43.88 RCW, but no appropriation is required for expenditures."
Renumber the remaining sections consecutively, correct internal references accordingly, and fix the title.
EFFECT: Transfers $15 million from the general fund to the watershed restoration account. Creates the watershed restoration account for the purposes of the "jobs in the environment" program.
