On page 2, after line 27, insert:

"(7)  Beginning on January 1, 1996, written petitions made for waivers granted under this section shall be submitted to the Department of Ecology's oil spill prevention and response division, rather than the office of marine safety."

     On page 2, line 32, after "act." insert "However, beginning January 1, 1996, the Department of Ecology's oil spill prevention and response division shall assume the responsibility for waivers relating to financial responsibility under the criteria and procedures set forth in section 1 of this act."

EFFECT:  Specifies that the beginning January 1, 1996, applications for waivers of rules or statutes relating to vessel inspection, plan compliance, vessel operation, or financial responsibility would be made to the Department of Ecology's oil spill prevention and response division, rather than the Office of Marine Safety.
