     On page 3, beginning on line 11, after "cause." strike all material through "self-insurer" on line 18 and insert "However, if the application involves the worker of a self-insured employer or an employer participating in a retrospective rating plan, the department shall forward a copy of the application, by certified mail, to the self-insurer or retrospective rating plan employer within ten working days of the department's receipt of the application and the ninety-day period shall not commence until the self-insurer or retrospective rating employer receives the application"

EFFECT:  Deletes a provision that prohibited the Department of Labor and Industries from exercising its reassumption authority unless it notified the self-insured employer.  Instead, the department must forward, within 10 days, a copy of the reopening application to the self-insured or retrospective rating plan employer and the 90-day period to reassume jurisdiction over the application will begin when the employer receives the application.
