    On page 7, after line 6, insert the following:

    "(21) Nothing in this chapter shall be construed to authorize the operation of a solid waste collection system by housing authorities, or to authorize housing authorities to affect the authority of the utilities and transportation commission under chapter 81.77 RCW.  This provision shall not apply to a city housing authority operating in a city with a population of four hundred thousand or more which exercised contracts and agreements for solid waste collection prior to the effective date of this section."

EFFECT:  Prohibits housing authorities from operating their own solid waste/garbage collection service.  Provides an exemption for existing contracts with the Seattle housing authority.
