     On page 2, after line 34, insert:

     "NEW SECTION. Sec. 2.  A new section is added to chapter 3.02 RCW to read as follows:

     Each county, city, and town is responsible for the adjudication and disposition of misdemeanor offenders and shall carry out this responsibility through the use of its own courts, staff and facilities, or by entering into contracts or interlocal agreements under chapter 39.34 RCW to provide these services.

     Such agreements or contracts shall contain, at a minimum, the following elements: (a) Anticipated costs of services; (b) anticipated revenues from whatever sources to fund the services, including fines and forfeitures and criminal justice funding; and (c) duration, which may not exceed three years."

Correct the title.

EFFECT:  Clarifies that cities, towns, and  counties are responsible for the disposition of misdemeanor offenders by using their own courts or entering into contracts to provide these services.
